I do not condone his decision to initially not arrest because he’s an old man not just homeland security, but he was an old man. He’s probably raised to ignore the behavior of the elderly, but since the old man was eventually arrested and in some form held accountable. I’m OK with that on a personal basis.

Come on, the simple fact of the matter is this:
MR. Boothe is an ELECTED, paid, member of the Police Jury, as well as the director of Homeland Security for the parish. This means that he, along with the other members of the police jury, are ELECTED officials, serving at the behest of the public citizens they serve. They not control and administrate departments and services parish wide, they also control the purse strings and the "standard operating procedure" for fire, police, and other emergency services. Boothe is paid very well for his services to the parish, bringing home $100,000 a year, in a parish where the median HOUSEHOLD income is $47,753, and the median INDIVIDUAL income is $24,800.
All this in a parish with a population of ONLY 8,280 people, with a 6% unemployment rate.
NONE of these officers, deputies, or chiefs, want to be on that man's radar in the event they have a problem or an incident down the road. They don't want him or the jury gunning for them or the Sheriff's department as a result of their actions. Politics in action, folks.
