Do a check and you’ll find that 99% of all outside generated complaints with LAPD are adjudicated in favor of the officer. Even if there is substantial evidence that they violated Dept policy.

File criminal charges against her with the DA. It’s the DA’s job to make the complaint into an “information†and present it to the grand jury for review. An information is a document acceptable to the court in proper format. Any “reasonable person†may file felony charges against anyone- reasonable meaning not a felon and or not mentally incompetent. Send it certified mail signature required. When the DA ignores it, and they will, mail it certified mail signature required to “grand juror #1†in any county in the state. If it’s intercepted, it’s mail fraud. Another felony. Also, find out when the grand jury convenes and deliver it in person. A police department will only police their own when lots of media is involved. A civil rights violation has no expiry and is a sure win in court. So it will be settled out of court. Ask Tom zebra. LOL! And all the hard work is front loaded – tricking everyone into handling it and throwing it away so you can add further charges against more felons in the government and judicial system.
