Navy should consider if these kinds of tests are really appropriate and necessary for aircraft carriers. Realistically, there is no combat scenario imaginable that would call for maximum speed full rudder angle turns, for a full-size aircraft carrier. It's not that the boat is going to tip over, it probably won't – although it might. Given the force generated by the nuclear-powered engines, it is well within the realm of possibility that you could break a rudder post. Would that jeopardize the ship's safety ? Probably not, unless there were some kind of compounding problem that were caused – which is also possible. Given the power generated by the nuclear power plants, you could break a rudder post doing this, or bend one. You might also induce cavitation and extreme vibration from the propellers. It's not necessary, and it's not a good idea. Rudder posts are achilles heel components on almost all boats – you may recall in the tragic Fastnet race, quite a number of boats were disabled by broken and broken rudder posts. For the smaller boats, especially ones that might be called on for fast, close-in maneuvering – the test is alright to do, but to do this kind of repeated full rudder angle turning, at full throttle with the nuclear reactor engines – it's asking for trouble, for no good reason. Something to consider.
