I like to think the complaints are sustained, but behind closed doors. The officers will get a bollocking off the record, and the public get told it's unsustained, This is to save face and to discourage you from complaining again.

I had thought that the reason fencing is now put on overhead walkways, etc., is that there have been cases in past years of "Brigands" throwing objects down onto passing cars, etc, and causing accidents/fatalities, below…just another way the lawless element in MY/Your society, can instigate trouble for you and I. Thanks.
