The decrease in bank robberies since 1990 has WAY more to do with the fact that cameras are cheap and EVERYWHERE, than it does American law enforcement abandoning the "PEACE OFFICER" concept in favor of transforming themselves into an occupational military force.

That bank robber should have been incarcerated for 25 years after his first bank robbery which is a federal crime. Unfortunately the justice system is to lienant which is why he was able to rob 2 more banks. Hopefully he'll be a prison lifer this time thus preventing him from robbing a 4th bank.
