This officer-involved shooting took place at approximately 5:00 p.m. on December 14,2019. On this date, Jacksonville Sheriff’s Office (“JSO”) Officer Josue Garriga (“Officer Garriga”)was deployed as part of a JSO initiative aimed at reducing violent crime.
1
While working on thisdeployment initiative, Officer Garriga conducted a traffic stop of Jamee Johnson (“Johnson”) for driving without a seat belt, a violation of Florida Statute section 316.614(4).After pulling Johnson over, Officer Garriga observed a strong odor of marijuana coming from Johnson’s car. Officer Garriga immediately noted that Johnson was nervous and making furtive movements. Officer Garriga asked Johnson to stop moving erratically and provide him with his identification. An inquiry pursuant to the traffic stop followed. Officer Garriga asked whether Johnson had “anything” in his car, a routine question aimed at both officer safety and crime intervention. When Johnson offered that he had a firearm in the car, Officer Garriga asked Johnson to step out of his car.As Johnson stepped out of his car, Officer Garriga noted that Johnson had marijuana flakes on his shirt. Officer Garriga posed a series of questions to Johnson regarding the smell of marijuana and the marijuana flakes on his shirt. Johnson explained that the flakes were hemp.Officer Garriga next questioned Johnson about the firearm in the car. Johnson admitted that hedid not have a concealed weapons permit and further explained that the firearm was not securedas required by law.
2
Officer Garriga asked that Johnson sit in the back of his patrol car while he obtained Johnson’s receipt for the firearm.
3
Inexplicably, and for reasons we can only speculate, Johnson shoved Officer Garriga in the chest and jumped headfirst into his car toward the very gun he had just described to Officer Garriga. Officer Garriga dove after Johnson to prevent him from accessing the gun. During the struggle, Johnson placed the car in drive and crashed through a fence into a nearby yard, dragging Officer Garriga along the way. While Officer Garriga was inside the car struggling with Johnson, the struggle turned deadly when Johnson grasped his gun and lifted the gun toward Officer Garriga’s face. Officer Garriga immediately tried to hide behind Johnson’s head, to avoid being shot. Officer Garriga pushed himself out of the car and, believing Johnson was armed, fired until
Johnson no longer posed a threat. Johnson suffered multiple gunshot wounds and fell to the ground outside the car.Officer Garriga contemporaneously, and without time for reflection, told his back up officer, Officer Kristopher Graham, that Johnson “tried to grab his gun on me.”
4
Johnson immediately responded, “I’m ready to give up.” Officer Garriga yelled at Johnson: “Don’t grab the gun.” Johnson immediately responded, “My hands are off it.” Officer Garriga and Officer Graham commanded Johnson not to move and continued to yell at Johnson, asking where the gun was located. Johnson replied, “It’s in the car…” Johnson’s admissions corroborated Officer Garriga’s recount that he was fighting Johnson for the gun. Johnson suffered the following four gunshot wounds during the incident: a gun shot wound to the left side of the chest; a gunshot wound to the left side of the back; a gunshot wound on the posterior aspect of the right elbow; and a gunshot wound on the anterior and lateral aspects of the right hip. Johnson was transported to the hospital where he died in surgery from his wounds. The two gunshot wounds to the torso caused Johnson’s death.

  1. "I'm ready to give up." I am pretty sure the liberal media is making young black men afraid of the cops and therefore more erratic during traffic stops. Media needs to cut it out and focus on the reality of law enforcement to drive down the fear and panic in black people when interacting with the police. In general self preservation calls for fight or flee, right? If the narrative drives the black community to suggest the police will kill you without cause it just reinforces conflict during stops. Hate the media. Shame these young guys dying when they do not have to.

  2. Hard to watch, and I had conflicted views regarding this one. I understand the officers had to clear the seen prior to EMS coming, but at the same time this young mans dying and no ones doing anything because they didn't know where the weapon was. Just hard to watch, I don't think I could have stood there as an officer at that point I would have had to help the kid that's just me. It's also probably why I'm not in law enforcement.

  3. Only the animals aka criminals aka filth who need to be eradicated Dislike these videos of Criminals getting what they deserve. We are a better society without them. Death to all the thugs and criminals.

  4. "I don't have anything."
    Grocery bag full of weed.
    Drives away with officer.
Runs into a house with car.
    Reaches for gun.
    Gets shot.
    "Can't breathe…" yet can talk
    "Don't let me die."
    Cop should have aimed higher.

  5. I know I’m armchair quarterbacking here but there’s too much talking before cuffing & securing this guy. He’s acting too suspicious to be spoken to and explained everything so calmly like this officer did. Allowing too much time for this guy to plan out his next move.

  6. HES FUCKING HURT STOP TELLING HIM TO STOP MOVING GO HELP HIM SAVE HIS LIFE STOP ASKING WHERE THE GUN IS AT HE IS SHOT HE CANT MOVE HE CANT GRAB THE GUN OMG I HATE COPS

  7. You don’t get to make colossally bad decisions and then sit there crying about being shot. You had a dozen opportunities to make choices that would result in your living through the day and you chose poorly.

  8. Theres a lot of mentally unstable people . america has alot because there is alot of people its just one of them things . give mental people guns this shit happens

  9. Good thing a black cop was the first one in the scene or else the suspect would have been shot. African American make the best officers. A great example would be the officer who stopped those insurrectionist at the capital. 🙏🏼

  10. If he didn't want to die why run from the police and grab the gun. I'd take jail over a early burial any day of the year. Play stupid game win stupid prizes

  11. Murder by bleed-out. They did nothing to protect his life after the shooting and it seems callous and possibly deliberate. He is complying with commands and answered the question "Where is the gun" stating it was in the car. This was a borderline use of deadly force that I'll give to LEO because the perp really didn't give the officers much alternative. However, this also was avoidable by getting the perp away from the driver's compartment (front of car) and shutting the door. Avoidable. Borderline. Justifiable. Failure to protect life of perp for no good reason.
