If a cop does not tell you that you are being detained or that you are not free to go. Then it is a consentual encounter you can walk away from.

I'm disagreeing with you this time, i don't think the cops grabbing his arm caused him to fail.I think he deliberately collapsed his own legs to force the fall just so he can sue. I've seen this type of people before, they are sue happy. He literally don't understand how not to spit on people, or how this can lead to cops being called out. And once cops are called out, he has no social skills to deal with the cops despite he was the one that was spitting on people. In spitting, as far as eye care counts as assault with the lethal weapon, because god knows what kind of diseases he has. He needs to learn to keep his own bodily fluids to himself.

I think the right thing to do when he walked back into the house essentially refusing to comply with a detention would be to stay outside the door and wait for a warrant. After that they can id him at the station after a lawful arrest.
You need to be patient and do the right thing, even if the guy you are arresting is a jackoff from a whole family of jackoffs.
