I used to work in theft prevention in my younger days, and we'd let the shoplifters get a false sense of security by only capturing them till they rack up a felony amount. It's bad enough that most states these days won't even bother giving these criminals time for a petty theft, and in some states not even a felony will amount to any time ether, so its no surprise how brazen these criminals have been getting lately.
