Rich Guy: WE MUST GET MY BOAT BACK OR ELSE I WILL DEFUND ALL OF YOU! Cops: YES SIR! BOSS! Literally sends everyone for a stupid boat. lol DOWN WITH THE RICH! TAX THEM!

I have an idea for a situation like this, under bridges that need to lift to let boats through, add guards under neath the water that when they bridge is down the guards pop up, they would be spaced enough that stuff like kayaks and canoes would fit but a big boat (like a yacht) is forced to wait for the bridge to go up before it can pass

  3. I was gonna say tie up to the boat pull him into the middle of the river so of they jump they won't be close to land an have the marine climb aboard while use pull him around to keep the boat centered in the water
