CPS needs to look at the whole situation surrounding that child. The grandmother, knowing that he was mentally unstable, still allowing him to take her in the first place is very concerning. There's a lot going on there, he didn't have custody, he hadn't seen the girl in years, but they just handed her & her brother over…..nope. She was blessed that kindhearted people found her before some creep(other than her bio dad) did, and the neglect from the grandparents opened the door for that situation.
