If I was an officer or investigator I wouldn’t risk my career or livelihood or my reputation on claiming suicide by self inflicted gunshot wound unless I had some sort of analysis or physical evidence to back up said claim. They couldn’t have tested his hands for gunshot residue? If you shoot yourself in the head you should have GSR all over your head on the entry wound side and all over your shooting hand. Somebody messed with the scene that is for sure. If he does have GSR on his body then you know someone came and fired that pistol with his lifeless hand in the direction of his head close enough to get GSR in the places that they should be which explains the bullet hole in the head rest.

Sounds to me like someone ran him off the road then come up and shot him to quiet the fact that the someone was in law enforcement. Which could also be why the original bullet had to be replaced. So it doesn't point to police use/Calibur bullets. The text shows a coordinated attack , perhaps the person simply accidentally texted him instead of the other culprit(s).
It's definitely a prime example of a self fulfilling prophecy.
