Suspicion is not a crime.
Her rights are clearly being violated. There was no crime commited thereforth she is not required to I.D.
The law states she is not required to help with there investigation by presenting identification..yeah, it would be easier to just identify, but that also requires that you flush your civil rights. She could and probably should file a civil suit for a violation of her rights as an american..
