She was wrong about following cars. There wasn't any in front of her. But he was also wrong because he turned at the last second and told her to stop and almost ran in front of her to smack on her car and tell her to stop.

01:56 Cop has a good clearance of 5-10 feet, and actually runs over to the crossing vehicle. To an objective observer, he was in absolutely no danger until he ran at a moving vehicle
