American cops are not smart enough to realize that screaming at the top of their lungs to "STOP!!!!!" or, "GET OUT OF THE CAR!!! NOW!!!" or whatever their screaming about at any given moment over and over and over by multiple people, or hell, just one agro cop does not work. Listen to cops in for instance England, and suspects when not terrified of the chaos created by all that un-holy screaming are taken into custody without any weapons pointed at them, take down tackles, arm wrenching, and no screaming. Imagine that.
