Philly police have more common sense then manchester nh police, my mother was a victim of domestic abuse by a guy who was a repeat offender for assault and battery. One day I saw him attacking her after he drank a whole bottle of vodka and after scaring him off manchester police arrested him and let him go few hours later with a small fine this happened while he was still on parole. He actually violated his parole 5 separate times all violent related assaults and yet was always released and was taken off parole for "good behavior"
