As a fan of the show Dexter, I wouldn't mind a serial killer of serial killers, but this guy is far from Dexter in his claim that every city needs a Dexter. Mark killed innocent people, not killers as Dexter did. He's a psychopath, plain and simple.

Serving time in prison is ineffective. He should be made completely and permanently blind then released into society. A portion of any of his income should be transferred to the family of his victim.
