These natives might have somewhat of an alcohol problem , while the rest of the U.S. ofcourse has not ? Seems a case of victimizing native minorities ,of which Uncle Sam has ample experience.
Maybe Washington should fight more dangerous things to health, like morbid obesity and allowing everyone to pack firearms.
