17. Why security guards and police wouldn’t chase after him. The security guards are too out of shape for that. The security guards realize the threat of a camera isn’t worth chasing him. The Police know recording in public is legal so no need to chase after him. They are too lazy. If a crime was committed or suspected of being committed he would have been chased down.
