3. Like always . No crime was being committed or being committed until the police show up and fabricate a make believe crime to arrest people .

5. I believe he was possibly arrested for open carry of a black powder antique-style revolver, which is legal in Florida (even when NOT fishing) unless there are local ordinances against it, as those type guns do not fall under state preemption. If so, I predict he will win a big lawsuit.
