PSA5 (NYPD) Officers Violate Revised Patrol Guide Mandate on (Roof) Vertical Patrols

P.G. 212.60 – INTERIOR VERTICAL PATROL OF HOUSING AUTHORITY BUILDINGS…..

Members of Service must conduct brief Inspection of Roof, Roof Landings, Elevator Rooms, and any other Installations….as you can see that their inspection of the Roof was not brief…Officer explains that he can conduct an ariel check of the area from his standing point, but can he STOP a crime from happening, or respond to a “Shots Fired” or assault in progress?? The answer is no because they do not have flying capabilities to zoom in on a crime being committed, and by the time they call in the incident, the perpetrator will be long gone….When was the last time a crime has been committed on a Housing Project Roof?? Yes it is true that you can see alot better from a high point, but that is not where our officers belong, they belong on the Street and on their assigned Posts.
