  1. Loco law enforcement has no jurisdiction over HIPAA. The jurisdiction falls under the Department of Health and Human Services. It could be a Federal crime to interfere with the Department of Health and Human Services HIPAA jurisdiction by loco law enforcement.

  2. Ferry is a Lieutenant and still doesn't know better than to stand in front of a live camera and make himself look like a fool. So pathetic.

  3. Why is this dickhead running cover for illegal aliens?

    Drivers license checkpoints are unconstitutional. A cop needs, at a minimum, reasonable suspicion of criminal activity to demand papers. A suspicionless checkpoint does not meet this criterion. In Mich v Sitz, the case in which SCOTUS ruled a properly run DUI checkpoint is constitutional, the Mich cops only demanded papers if the brief checkpoint stop generated reasonable suspicion or probable cause of inebriated driving.

  4. I know this is super old but Lt. Ferry is wrong. It's "The plain view doctrine" that governs these things. I know about this instance specifically because I did a video on why officers ask you to roll down your passenger window and a lot of the time it is to create a crosswind to say they smelled marjuana/Alchohol. In a specific case an officer leaned his head in and smelled inside the car smelled weed and found weed. The defendant in court filed a motion for the case to be thrown out under a 4th ammendment violation that he stuck his head in the car thus breaking the plain of the car and entering it. He lost in the lower court, filed an appeal. The appellate court reversed the lower courts descision. THROWN OUT! ON GROUNDS THE CONTRABAND WAS FOUND ON AN ILLEGAL SEARCH OR SEZIURE

  5. 4:08 even if he doesn't see something in the car it's considered a search its not predicated on the finding of contraband rather breaking the threshold of the car! Wether if it's his head coming into the car to say smell for marjuana or alchohol or him actually leaning into the car with the door open? But DRIVING AWAY IN IT? Definitely a 4th ammendment violation & how do they know what type of insurance he has if it permits other drivers, or if he even has insurance, it's very well maybe illegal for him to drive that car on a California road. Wow I wish you went back up to the cocky guy with the "ANYMORE QUESTIONS" and asked him that.

  7. It's amazing what the government will force us, by threat of violence, to pay for to violate more of our rights. This is utterly criminal. All government employees should be fired and have all of their property & assets sold at auction and returned to the taxpayers.

  8. We wouldn't be able to do this in Ohio or Kentucky where I live. I would be arrested. I already got arrested for filming a train from public property because I had a scanner radio on me to listen to the trains talking. I film trains for my channel but I am thinking about also doing First Amendment Audits just because of all the harassment I get.

  10. On who's on the hook for HIPAA, whether or not he's a medical professional, I have a feeling that HIPAA would still apply to him, and he'd definitely be on the hook for it. HIPAA doesn't only apply to people in the medical profession, it's broad legislation dealing with privacy on medical information.

    More importantly, he'd be in violation of the US Privacy Act and California data protection legislation. His job isn't done by waving you away. If it's even remotely possible that you could see, let alone record, confidential information pertaining to members of the public, then he's in violation of these laws, and you cannot be on the hook.

    ETA: Just looked it up. Here's who HIPAA covers:
    Whom does HIPAA cover?

    All persons working in a healthcare facility or private office

    Students

    Non-patient care employees

    Health plans (e.g., insurance companies)

    Billing companies

    Electronic medical record companies

    Law enforcement qualify under both 'persons working in a private office' and 'electronic medical record companies (because they hold this information in their servers).

No that's incorrect actually all police are trained on Hippa as anybody who works in a hospital and to dumb it down to stupid it is you have to protect your patients information at all costs now that would mean for computers screens at desks you have to have the privacy screens on if a person then walks back behind their that person has broken a federal law so that would not fall as a Hippa violation on the facility. But sense the police are asking for the information they are the ones required to protect that information they fall under the Hippa umbrella all cops are trained on him because they deal with personal private information all the time

Gets really peered about saving lives you would but you to UI checkpoints everywhere that doesn't happen you don't put these in the rituals of Beverly Hills where a lot of the people probly are actually driving home drunk but they have enough money to pay you off to get out of that ticket where in the lower income areas they don't have the money to pay it off they will go to jail the private prisons will then pay your police Union in all the money circles back around to you so don't act like you actually care of you did you be putting checkpoints up everywhere not in just a low income areas I lived in LA for 5 years down on Hawthorne suppose the AI saw do you like checkpoints all the time never once did I ever see a DUI checkpoint in Beverly Hills not once

  13. So I somebody who works with the medical field this cop clearly doesn't understand Pippa. For those of you who just wanna believe the cops and all situations look up Hybla sense the police are asking for your personal information social security numbers names addresses even potentially medical history since they are asking for it the onus is 150% on them to protect it at all costs if the personal information is open to any way to see on the table and you walk by and take a picture of it you did not violate one law you took a picture of something that you could see from a public space. The onus again is what 100% on the police since they are the ones acting asking for the information the onus is on them to protect that information

  15. The Cops are liars because they want, need & have to arrest anyone so as to get promoted sooner & faster especially if it’s a Felony Arrest. I’ve seen Patrolman make sergeant in less than 5 years which is unheard of. It normally takes 12 to 15 years to make sergeant in most departments.

  16. I can’t prove it on Paper but I’m willing to bet you & your camera prevented them from arresting, searching or acting stupider than they really are. Your presence truly made a difference. That sidewalk is at least 54” wide with more than enough room for everyone to be there. If they were wanting to just make a presence than they’d be motioning most cars through.

  17. Bugger worrying about searches police can VERY easily plant drugs

    in a REAL land of the free, drivers are instructed to drive/ park their cars OFF the road (thus no officer don't "just happen" to find or plant drugs)
