3. You should FOIA request the report for this incident, then see how many officers are listed. They add every officer, so they all will be required to show up for court, if a citation was issued. If the officers actually file a report, on non citation incidents, the most likely no one else but primary units may be listed.

   It earns officers a grip of overtime pay. It’s a scandal of major proportions for some departments.
