But when there isn't an airshow and visitors, they may, and they have the authority to enforce the rule. I work on a state owned facility, and we probobit all photography. We can and do waive that at times, but we also arrest people at other times, and it holds up in court.

If you are standing on base property, in an area that is accessible to the public, you are subject to Base regulations which could include, but not be limited to, a prohibition against photography of the checkpoint operation. Obviously, if they were on public property, we can record whatever we can see, but the difference here is that they were physically located on Edwards AFB and the base rules and restrictions apply, photography restrictions included.

33. DHS Memo does not apply to military bases/installations. IF you were told not to photograph certain areas of the base while on base property, and you refused to comply, the security personnel were completely justified in detaining you. It is a reasonable restriction.

35. 38:00 It's after a nearly half hour conversation (it started at around 16:30) that you know that the Edwards guy knows that he's lost the argument and made himself and the whole security at the base look stupid when he mentions that the line is an emergency line and he needs to clear it. He is desperate to finish the conversation. He would've been better just hanging up as it wouldn't make any difference to people's perception of the Edwards guy. But instead he tried to morally shame the caller by gaslighting about the line being for emergency only and that it was the caller's fault that no one could've used the emergency line.
