17. Chitty started out as a Philly PD thug and it shows. His boys are backing him here but most of DBPD doesn't like him bc he put deescalation ahead of firearm proficiency. Gave the instruction to never turn off BWCs. Had the academy sign that read "Confidence in the line of fire" removed bc it preached they're military causing the head pewpew instructor to quit in protest.
