There is a code in the City of Daytona Beach that requires bicycles to be licensed and have their serial numbers recorded and to display a sticker on the rear part of the frame. Exemptions for bicycles licensed in other cities and states as well as for bicycles that started their journey in other cities. I see no exemption for city owned bikes.
