On Federal property, the 2018 notice put out by HOMELAND SECURITY states that you CAN FILM federal buildings, contrary to any illegally posted sign.

32. If..the armed guard was a contract employee of the Federal Building, he was NOT a Federal Marshal.Your employer is always the person , agency or firm that signs your paycheck. He may report to a supervisory Marshal and abide by the rules they assign to him, but he is not employed by them. Contract armed security guards have a very bad habit of overstepping their legal authority and not knowing all applicable local , state or federal laws, as their training is minimal towards that end.
