Just because it is on a map, does not mean it is a not accessible to the public. Some bases are actually much bigger than where the De-markation line however an area could be deamed accessible to the public. Bases could even allow public streets, public's restaurants and even public freeways could be running through the base. You would have to see what agreements their are between the base and local municipality, county or even state that allow the public access. There can be agreements deeming access countrary to what they are saying.
