Technically the officer, due FACT, the officer knew the horse would find its way home, thus shouldve followed the buggy to the destination, instead the officer chose to stop in road way and cause an accident as well as injury to the driver, and of the horse due to such stop, ( if the horse was injured) but again the officer is at fault in this case.
