The City of Deltona is doing liens against peoples homes for code enforcement violations. Some of those fines exceed what the maximum penalty allowed by law is for felony crimes. I thought we had something called no unusual punishment but that’s only for criminal matters not civil

  4. Shouldn't a jury be informed for a $20,000 fine? I thought a fine was considered a crime if the fine is over 5 or 6 thousand dollars.
