The NYPD has always bagged & Hog Tied people in the Past…This video was taken by us several months ago , never seen footage. How can these Officers determine if the person is healthy enough to be placed in that bag? ASTHMA, PHOBIA or any ailment that can suffocate a person…..This is inhumane & dangerous!!
