That's called negligent discharge of a weapon. If this was in the Military the Soldier and leadership would be held accountable for their actions.
The service member would be questioned on their abilities and the leadership questioned on their abilities as a leader to train, educate, and enforce standards to their subordinates.
Any negligence of any kind is an automatic 15-6 Commanders investigation. The punishment would punitive or nonpunitive.
