He may have also stumbled over the solution to looting after natural disasters: “Please, while people are displaced from their homes, refrain from stealing anything of value that they may have left behind in all these vacant houses. Robbery and burglary can continue after homeowners have returned to their residences. Thank you for your cooperation.”
