Go ahead and change the titles, San Fran. It'll fool people for a month or so before they realize what "returning resident" and "person under supervision" mean, and you realize what everyone else already understands: the stigma behind these things has nothing to do with the words we use, and everything to do with the context of why we're labeling people one thing or another.

Honestly I think changing the language is over the top, but I do understand wanting to reduce the stigma. I think the mistake of the american justice system, and its biggest flaw, is that it would rather punish people than making sure that they wont commit crimes again. The crime has been commited already, there is no turning back time. But trying to make sure they dont turn to crime again is possible and is being done in countries with fewer repeat offenders
