Dashcam Shows Cops Trying To Run Over Man Before Shooting Him – Everything Law and Order Blog

Sacramento police released more details Tuesday about the summer fatal police shooting of a homeless man, including videos of the incident. Under pressure from members of the city council and the mayor to provide more information about the shooting, Police Chief Sam Somers revealed Tuesday that officers fired 18 shots, 14 of which struck 50-year-old Joseph Mann on July 11. Police released video footage taken from three police dashboard cameras and one from surveillance at a nearby business. The images show Mann running down a brightly lit street, gesturing toward officers, before he is gunned down by two officers. The officers remain on desk duty rather than patrol, Somers said.

Previously released video shot by a bystander shows Mann interacting with police before the shooting, doing karate moves in the middle of a street, and zigzagging as he walked. As other police shootings have drawn scrutiny and protests nationwide, Sacramento police have faced criticism over the shooting, and Mann’s family has filed a federal civil rights lawsuit alleging that police should not have used lethal force because Mann showed overt signs he was in the midst of a mental crisis. “It’s unprecedented for us to release video prior to the adjudication process,” Somers told reporters. “There are times that we’re in today, sometimes it’s important that we come out with this video or this audio.”

Members of the city council and the mayor have demanded to see the footage themselves, and were scheduled to view it Tuesday evening. Police also released 911 emergency recordings, Tuesday, in which one caller said Mann waved a knife in the air. Another said he pulled a gun out of his pocket. Callers also speculated that Mann appeared to be mentally ill. The chief says no gun was located, although police found a knife. Somers said a specialized team that is able to assist officers with mentally ill subjects was not called out. But he said a toxicology screening that recently came back shows Mann also had methamphetamine in his system.

“It’s not only individuals that are mentally impaired, but also chemically impaired,” police are dealing with, he said. Family members described Mann as a college graduate who was smart, loved politics and economics, and succeeded in several careers before deteriorating into mental illness about five years ago. They said he had been living on the streets before his death. Attorney John Burris said the family was relieved that police released the footage Tuesday, though they would like it to have been done sooner, to mitigate “against some of the grief that the family has suffered.” He said even if Mann had methamphetamine in his system, he was acting bizarrely and police should not have used lethal force. “There was nothing about his conduct that suggested he should have been shot multiple times,” Burris said. “Any reasonable police officer should have noticed that he was mentally impaired.”

  1. I love all the idiots commenting when they have no knowledge of what it's like to be mentally ill or the fact that Sacramento Cops just executed a man instead of using non lethal force.

  2. Why can´t you carry a knife on you like WTF?!?! And were is the warning shoot?? And why shoot like 10 shoots? And then we he is dying slowly from bullets go up and beat him untill he dies"Arresting him"! That´s just cruel.. A homeless man needs he´s knife man.. Fucking cops

  3. I know people here are crazy and don’t listen but that doesn’t mean we should end their life. If god can give chances then who are you to kill people like that he deserves to get shot but not like this wtf all these bullets for they could have shot him in the leg and once he drop the knife they can kick it away. Most of the officers here have no experience dealing with tough situations. And I have watched over 100 videos and most of them officers could’ve done something way better but always end up killing suspect because lack of experience and fear. I’m not defending anyone I’m just stating facts.

  4. “Any reasonable police officer should have noticed that he was mentally impaired.” – Well, any reasonable officer would notice that he has a knife in his hand, too, and is walking in a public area where he might attack and injure civilians. And they did. And they took him down. Thank you, officers. I mean when we advance to where we can read minds and know what his intention is, then maybe that argument might hold weight. But, right now it's the dumbest thing I've heard to date.

  6. So if a mentally ill person stabs you with a knife it’s ok but if a sane person does it it’s a crime? Do you even bleed ? Activists help me out here do the cops let him cut them or do they ask him to stop and when he doesn’t do it everyone just home.

  7. Family didn't give a damn that he was wandering the streets homeless, on drugs, brandishing weapons at people…but they sue the police for putting a stop to it at the risk of their own lives.

  8. The weapon the perp was holding wasn't mentally impaired. It would have done just as much damage. In fact having a mentally deranged person with a deadly weapon I would have thought is even more of a dangerously unpredictable situation.

    I have watched the video a few times and it doesn't SEEM that the officer were under threat – however that video was not that clear – if it was gun then certainly he was a threat as you could see him extending something towards the officer but if only a knife, I am a little surprised they shot him unless they felt he was going to try and throw the knife at them.

    Either way, a mentally unwell person on drugs with a knife probably didn't need to be allowed to get away and endanger others.

    Mixed feelings about all this – mostly as the video (although several sets) didn't really make it clear quite what was going on in the second or so before the shots were fired. Interesting to see what the ruling is on this one.
