Minneapolis, Minnesota — The Minnesota Bureau of Criminal Apprehension released additional police body-worn camera video of a police SWAT team officer who fatally shot 22-year-old Amir Locke while executing an early morning no-knock search warrant in a downtown apartment. On February 2, SWAT team members executed the no-knock warrant on behalf of St. Paul police at an apartment inside Bolero Flats in downtown Minneapolis. The warrant was in connection with the fatal shooting of Otis Elder in January, and identified the apartment as one of three in the building connected to a juvenile suspect who is Locke’s cousin.

But Locke himself wasn’t considered a suspect, wasn’t involved in the crime and wasn’t named in the search warrant applications. He was staying in the apartment of another cousin when police entered. He was in possession of a legally-owned handgun, which he had in his hand when officers approached the couch where he was sleeping. In the footage, Locke can be seen wrapped in a blanket in a dark apartment with the television on. Police unlock the door and enter, shouting “Police! Search Warrant!” Locke stirs under the blanket, moving from the couch cushions to the floor. A gun can be seen in his hand. Locke sat up and lifted a handgun before Officer Mark Hanneman shot him three times.

Officer Hanneman will not face charges in the shooting, prosecutors announced Wednesday. In a statement, Minnesota Attorney General Keith Ellison and Hennepin County Attorney Mike Freeman, who jointly reviewed the case, said there was “insufficient admissible evidence to file criminal charges.” They said they could not prove beyond a reasonable doubt that Officer Mark Hanneman, who fatally shot Locke, had violated the state’s use-of-deadly-force statute. Locke’s family has disputed that, arguing that the footage suggests Locke was startled awake and that he grabbed for a gun he was licensed to carry. Locke’s mother, Karen Wells, said she was disgusted by the decision.

  1. If you are that scared to live without a gun in your hand then at least block the door when you are a sleep AT the door….

  2. This is pretty fucked up. America, you suck. No knock search warrant? Now that's just absurd! OF COURSE A LICENSED GUN OWNER WILL GRAB HIS GUN IF YOU BARGE INTO HIS PLACE!! What the actual fuck??

  3. “Right to bare arms” these days is such a fucking joke. Loser ass deputies acting surprised when someone is armed as they literally INVADE his house

  4. So they blew away an innocent person who was legally carrying and startled out of a deep sleep. Probably not even fully awake before he was killed. Horrible police intelligence reporting,

  5. Atleast they tried to identify themselves as police, doesn't exactly work when the whole sausage party is just yelling over eachother and causes the death of an individual :/

  6. Even if the cops did announce their presence..thugs do the same thing..they come in yelling police but really they are criminals and next thing you know you're still dead

  7. That doesn't seem right. To walk in unannounced suddenly be over a man. I've woke up and balled my fist up one time at my family waking me up. I was ASLEEP! not right to go in that way and execute a man CUZ YOU'RE SCARED.

  8. Even if the cops did announce their presence..thugs do the same thing..they come in yelling police but really they are criminals and next thing you know you're still dead

  9. Ohh look no knock raids. A worthless thing cops do so they can feel like high-speed low-drag operators. They murdered that man plain and simple. Half the time these clowns go into the wrong apartment

  10. a simple gas line rip would take everyone out people forget about gas lines when they blow its taking the building with it i know exactly where my gas lines are

  11. Nobody's really safe then, they get the wrong addresses all the time, plan accordingly people I guess 🤷🏼‍♂️

  12. If the police released 12 different angles of them murdering my son you'd better believe I'd be the next one on the national news, and I'd give Rambo a run for his money.

  13. Policy may be flawed, but the officer did nothing wrong. There’s a difference that some people can’t seem to get a grip on. The officer did his job, legally, and an innocent person died. Place the blame where it belongs. Hanging out with wanted felons can put you in a dangerous situation. Dude wasn’t even there but his association with those that were got one of them killed.

  14. America, a country where the police can just let themselves into a home and execute an innocent civilian who is sleeping at a mate's house. Fucking joke of a country.
