You left out , many times the passengers have warrants, are carrying illegal drugs, are armed, are non-compliant, or are witnessed committing the crime along with the driver.

I don't see the police doing nothing out of line here. If those being arrested or detained are in a stolen vehicle, they should be arrested. That's somebody car that they probably worked hard to get. If you don't want to be arrested, don't be in a stolen car simply as that.
