Stancap for a defensive-caliber handgun (depending on specific caliber and model) is anywhere between 7 and 17, although with modified floor plates you can get about 20 if you're using 9mm or .380.

This is CLEARLY a bisness man being harased while at his job doing home delivery of weed with a required gun for the job that should have been registed. Probibly working for a LLC company such as like bisness calld "THE GOOD GUYS" that have been makeing home deliverys for many years without any known violance or harm to anyone. From a forensic science aspect the officers "inspecting" the weapon and the small metal case with packets inside are in desperate need of retraining. There curiosity needs to be curtailed until a professional examiner is on scene.
