Cops don't play when it comes to donuts.
"Exhibition of Speed" or "Reckless Driving" can be a misdemeanor charge, so the arrest is valid, outstanding warrants or not. The idiot operator of the vehicle was using a publicly funded roadway to practice his stupidity in a urban area. So fuck him. But law enforcement dudes can act as stupid as the violators themselves; spewing stupid statements to the media and public such as "get out of here" is immature high school shit. Not too bright. Sometimes the police are the individuals who need to keep their mouth shut. Notice how the CHP dudes were blabbing among themselves about the statements the operator said? Another reason and example on why you should never, ever talk to the police without an attorney present. Don't do it; only the required information, that's all, nothing else.
