Man in Bulletproof Vest and Helmet Shot by Houston Officers During Pursuit

Houston, Texas — On May 7, 2025, Houston Police Officers with the Southwest Patrol Divisions’ Crime Suppression Team were conducting an unrelated investigation with the Gulf Coast Violent Offenders Task Force. Officers were acting in an undercover capacity when they observed the suspect, 54-year-old Walter Howard, approach their vehicles. Howard then returned to his residence and exited a short time later wearing body armor, a tactical helmet and carrying a long case, consistent with a rifle case. Howard then got in his vehicle and drove towards the undercover officers. Howard challenged the officers as to why they were in his neighborhood and then drove away. The neighborhood is close to a school and, out of caution, officers requested marked patrol units to approach Howard’s vehicle. Uniformed officers in marked patrol units with lights and sirens initiated a traffic stop in the 13900 block of Stancliff Street.

Howard stopped, spoke briefly with officers, and then fled. Officers pursued Howard and attempted a P.I.T (Precision Immobilization Technique) maneuver, but were unsuccessful. As officers tried to do a second P.I.T. maneuver, Howard leaned out the driver’s side window and pointed his rifle at officers. The pursuit then continued until Howard came to a brief stop in the 14000 block of Buxley Street, leaned out of the driver’s side window a second time and pointed his rifle at officers. Fearing for their safety and the safety of those around them, including a nearby school, officers discharged their weapons, striking Howard at least once. Howard got back in his vehicle and continued to evade before crashing into a ditch a short distance away. Officers took Howard into custody and performed first aid. Paramedics transported him to an area hospital where he was treated and released. He was subsequently booked into the Harris County Jail. Howard is charged with four counts of aggravated assault of a peace officer and one count of evading arrest with a vehicle in the 183rd State District Court.

  2. I am elated that people don't think twice before speaking. It allows me to know what has been lied about for decades is alive and well in America. It didn't take long to see how bad this country wants to revert back to the original outcast thugs, grapist and criminals from good ole europe.

  3. Cardinal Rule of Firearm Safety #3 – Be sure of your target and what is beyond it.

    @3:00 There is two officers standing in the road while the vehicle continues to flee and another police unit is behind it. The first officer fires 4 rounds at with his pistol as the car is about 60yds away, and then the next officer fires 9 rounds at it with his rifle when its about 100 yds away. All shots were shooting directly next to the cruiser in pursuit, and in the direction of visible oncoming traffic. This is incredibly foolish. The target is the driver and they cant even see him, yet they're blasting down the road past their partners and into oncoming traffic. That's a good way to kill innocent people.

    Cardinal Rule of Firearm Safety #2 – Never let the muzzle cover anything you aren't willing to destroy.

    @4:00 the officer completely flags the officer while moving around behind him. Literally points his loaded service pistol directly at the back of his head and flags all over his back from a foot away.

    These guys need to get their shit together. This is why police departments across the country have abysmal shot hit rates. Usually like 30%. Theyre taking shots they dont have the skills or equipment to succesful make, doing it in large volumes, and putting innocent lives as risk in the process. Trying to hit the driver of an SUV with a pistol, through a tinted window and 2-3 seat backs, while they speed away from you at 60yds is the definition of a pop shot. A deadly hail mary.

  4. I am confused a bit. He did not do anything wrong to give probable cause even for a stop but since his front plate was apparently missing, something we don't and can't confirm, they used that as an excuse because of his other actions. He carried some gear and a CASED rifle to his vehicle. Stopped and asked the undercovers why they were in his neighborhood. And that initiated this entire thing. Why? None of what he did to that point was illegal.
