I guess the protect and serve to the cop in charge of this chase is protect their cars and serve their budget.
That went on longer than it needed! All those police vehicles and they allowed a car to carry on, the car had one tyre that gave up.
It feels like the only situation in which you would be going slow enough to use those crappy GPS trackers you would also be going slow enough to just use a tire grappler.

The tracking device failing to adhere to the car on the first attempt was comical.

Patting someone down with blood on your hands. When there’s about 400 other cops that could’ve done it. Smart. Still, good job they got the tracker on the fugitive car, otherwise heaven knows where it might have gone
