To answer the question at the end: Based on what I heard on here, I think it's unlikely that he should be released for one main reason. From the information provided, he's not rehabilitated. There are two pieces of information that lead to that conclusion. (1) The victim stated that he showed no remorse for what he did, and (2) he disabled the ankle bracelet to get away from police. Disabling the anklet immediately shows that he wants to get away and commit more rapes on children.
