48. Traffic is a COMMERCIAL term, they cannot prove that any COMMERCE will be impeded even when he steps into the street. I'm from Fl and as I recall pedestrians have the right of way and to have a codified statute, COMMERCIAL jurisdiction over ride CONSTITUTIONAL right to travel there has to be a CONTRACT.
