The department tried to claim he was never detained in any way, but like you showed the wrist lock was obvious. Once again, they could've saved more face by just saying "sorry, he didn't recognize him and thought he was a fan crossing the barrier" … but they can't admit any error, so they prove once again they aren't trustworthy.
