8. The 10 sandbags are the government's way of avoiding criticism for not doing "something". Millions of tax dollars have been spent on drainage system improvements and also pumping stations to keep storm water, and river water out of the streets, homes, and businesses but there's still flooding in some areas.

9. Why do these communities always wait to the last minute to start filling sandbags?
