Out of all the free speech issues, the utter misunderstanding (or willful ignorance) of police departments about press access is one of the most irritating. The idea that any government office can say certain kinds of media (always corporate, always siding with the police, always utterly obedient) are more legitimate than others is the absolute antithesis of what press freedom really means.
These people literally can't understand it. They have such a simplistic world view – that there are the good guys: people with money and property, the corporate press, cops and firefighters, military, and police-friendly politicians – and then there's the bad guys: the poor, trouble-making private journalists, activists, and THEN all the serial killers, murderers, rapists, etc.
The press is anybody who calls themselves press. That's the nature of a free press. It has to be or "free" is just a propaganda term. There's no objective legitimacy of some over others.
