  6. Always remember CHP are not police officers they are security only for California freeways they don't have the same rights as city police.

  7. Police your right, the Highway Patrol has different from your local sheriffs and police departments. The police would response to that shooting u mention.

A violation of California Vehicle Code section 23103 (reckless driving) is a misdemeanor and is a serious offense because an element is that the driver “intentionally drove with wanton disregard for the safety of persons or property” – doing donuts on a public street is not a “minor offense” but an intentional violation against public safety – the CHP is not overreacting when they crack down on these stupid assholes – you want to do donuts? Go to a raceway or track … oh that’s right, you don’t want to pay for the privilege of not inflicting your idiocy on the general public
