Since the NYPD rolled out with the NCO program, it has done nothing but Target the homeless and as you can see here they spend most of their time on their cell phones and hanging out. These officers have no idea what’s going on around them as they spend most of their time on their personal devices without a care in the world about what’s going on around them. The Patrol Guide prohibits this kind of action, but the Police Commissioner does nothing to stop this, moreover, with the amount of money that we pay on our taxes, the people deserve to be protected and not just in White Privilege neighborhoods where officers take their job serious, but when they enter minority neighborhoods the lack of policing in those neighborhoods are high.
