Man Gets Shot by Cops While Resisting Arrest in The Bronx, New York

This officer-involved shooting occurred opposite 3555 Bainbridge Avenue in the Norwood section of the Bronx on October 17, 2019. During the incident, sergeant Jonathan Rivera attired in uniform and assigned to the 52nd precinct, discharge one round from his service firearm during a confrontation with a subject, who was attempting to drive away from the scene of a traffic stop, while engaged in a struggle with apprehending officers. The incident began at approximately 2:50 p.m. when the subject Allan Feliz, a 31 year old male was observed by the officers driving a 2018 Volkswagen Atlas. Sergeant Rivera, assigned with police officer Edward Barrett and police officer Michelle Almanzar stop the vehicle opposite 3555 Bainbridge Avenue. Feliz presented identification to the officers and a computer check revealed active warrants. Officer Barrett then asked Feliz to step out of the car. Feliz initially complied but then returned to the driver’s seat and attempted to drive away. Officer Barrett reached into the vehicle and physically attempted to take control of the vehicle and take Feliz into custody.

From his position on the passenger side of the vehicle, sergeant Rivera discharged his taser through the open passenger window, striking Feliz. Feliz continued to struggle with the officers while attempting to drive away in the vehicle. At this point during the struggle, sergeant Rivera entered the vehicle through the passenger door, reached over an uninvolved passenger and began to grapple with Feliz. Approximately one minute and thirty seconds into the struggle, sergeant Rivera discharged one round from his service firearm, striking Feliz causing his demise. All three officers were equipped with body-worn cameras that were activated for this incident. Officer Barrett’s body camera dislodged from his uniform when he was struck by the subjects car door prior to the firearm discharged. While the body camera did not capture the officer-involved shooting on video, it did record the audio of the incident. After the discharge, the officers called for medical assistance and then performed CPR on the injured subject. Feliz was transported to Montefiore Medical Center by EMS where he succumbed to his injuries

The hardest part of this video to me is the fact everything was going fine, the guys were friendly the cops were friendly, and seconds later I hear “don’t make me shoot you!” God, I mean it’s just sad to see how something so innocent can turn so badly in a matter of seconds, “this car has a lot more space than I thought it would” seconds later a man is getting his face beat in and is shot and killed, this is the hardest video I’ve had to watch I think
