LONG BEACH POLICE DEPARTMENT, CA —
OFFICER INVOLVED SHOOTING INVESTIGATION – 1700 BLOCK OF EAST ARTESIA BOULEVARD

On Wednesday, October 23, 2019 at approximately 12:20 a.m., a patrol officer was waived down and told there was a shooting inside of a business in the 1700 block of East Artesia Boulevard. As the officer approached the business, he heard additional shots being fired. The officer could see into the business, saw the suspect with a gun and an officer involved shooting occurred.

Immediately following the shooting, the Communication Center received a 9-1-1 call from a patron inside the business indicating there was a shooting inside and there were other patrons locked in a storeroom. The initial officer lost sight of the suspect and although it was believed the suspect was still inside, his exact location was unknown. On duty S.W.A.T. officers responded to the scene to locate the suspect and rescue the patrons from the storeroom. Once inside, S.W.A.T. officers located the male adult suspect on the ground, non-responsive and still holding the firearm. The Long Beach Fire Department arrived and determined the suspect deceased at the scene.

Based on the preliminary investigation, the suspect 48-year-old Delfon Kinney Sr was inside the business when he confronted and shot a male adult working inside the business. Although the victim later identified as 44-year-old Manuel Marquez was shot in the upper torso, he was able to run out of the business. He was later taken to a local hospital by the Long Beach Fire Department with non-life-threatening injuries. After this initial shooting with the employee, there is evidence that the suspect exchanged gunfire with an unknown patron of the business. The suspect then moved to another portion of the business where he shot and killed an adult male victim before being confronted by the officer.

No officers were injured in this incident and several patrons reported minor injuries they sustained while fleeing the business.

Homicide Detectives responded to the scene for the investigation. The motive behind the initial shooting is unknown at this time. The Los Angeles County District Attorney’s Office will be conducting a separate investigation of the incident as they do with all officer involved shootings. The decedents will be identified by the Los Angeles County Coroner’s Office, who will also notify the next of kin.

The Department believes that the individuals who reported the incident and the quick actions of the officers involved prevented additional casualties during this incident.

  1. 2:22 right after the officer fires, it amazes me that while the hand on his radio is visibly shaking with adrenaline his primary hand is still steady as a rock. Great job officer, you earned a drink that night for sure.

  2. Wow what an amazing Officer👏👏👏👏👏👏👏👏👏👏👏👏👏🤩 I hope he got some sort of commendation 😍🇬🇧

  3. 2 things. 1st, the guy at the bar grabs his beer instead of his phone and keys and hauls ass. Gotta have priorities 🤣 2nd, what a shot! Right before the suspect fired again. Kudos to that cop!

  4. Nothing but good things to say about this officer, I believe he's a Great Example as an officer and as a human being.

  5. How about that because no one exercises their Second Amendment rights A bad guy with a gun walks around shooting up the place and everybody has to run and Cower Instead of protecting themselves and others from getting shot

  6. This cop 👮‍♂️ is a true hero! He saved lives and didn't back down, he literally put his life on the line to save others. He deserves a medal 🏅 and a huge pay raise 👏!

  7. God bless the arriving Officer as he got that ldiot with his 1st shot thru the doorway into the bar…
    RIP Loser!! ☠
    👍🚔👍Fantastic job by the Police.

  8. He’s so calm while getting shot at. Then takes 2 shots calmly and whacks the perp in a poorly lit area. Well played.

  9. By using google maps and determining the exact location the officer was standing and the approximation of the suspect. That officer was standing about 5 meters from the door. By looking at the location of the TV Screen at 1:04, and at 0:48, the distance the TV is from the door is about 4 meters. The suspect is shot basically in front of the TV monitor. This means that by my approximate calculations, the officer made a 9-12 meter shot at night, at a moving target, while also through a reflective glass door. That is incredible.
