First, Its an NYPD Patrol Guide Violation to be using personal devices, strolling through Social Media (Instagram) while on Active Duty….Also it appears that the officer is wearing Earphones, obstructing his hearing which is a major distraction….Officers from across the street were trying to warn him of my presence by beeping the horn, but he couldn’t hear that because his earphones were on….So if a civilian was screaming for her life, or if shots are fired, then how can this officer be aware of whats going on if he is being distracted?
